According to investigators, a California police officer, Matthew Dominguez masturbated in front of a mother and daughter while supposed to be enforcing a restraining order last month.

He was apprehended in the act.

Matthew Dominguez, 32, was one of three officers who responded to the call on April 21 in San Jose, according to a press release from the Santa Clara County district attorney’s office.

Dominguez spent the entire time he was at the house staring at the family’s 23-year-old daughter and was later caught with his penis in hand by the father, according to charging documents. The family was not identified by authorities.

Cops said they were called to the home because of a restraining order involving the family’s son, who suffers from mental illness. Dominguez took the initiative and sent his two partners to find the young man.
Dominguez “milled around the house” while they worked, but “managed to keep the daughter in view” of his body camera the entire time, according to the charging documents. After about 40 minutes, both the young woman and her mother noticed Dominguez rubbing his crotch.

In a statement, Santa Clara County District Attorney Jeff Rosen said, “The charged behavior is beyond disturbing.” “Law enforcement officers arrive at our homes to assist crime victims, not to terrorize, traumatize, or create new victims.”

Four days after Dominguez was accused of masturbation, another San Jose cop was accused of being drunk while responding to a kidnapping.

Dominguez then followed his daughter into the kitchen, and when he turned around, his penis was “outside of his pants fully exposed,” according to investigators. The woman summoned her husband to handle the situation.

According to charging documents, the father saw “Dominguez facing out of the kitchen with his erect peins in his left hand and his right hand on the counter.” According to police, the two made eye contact before the father exited the room.

The incident was reported to other officers by the family. Dominguez, a four-year police officer, was charged with misdemeanor indecent exposure and placed on leave.
